SENATE APPROPRIATIONS COMMITTEE MARKS UP

FY24 ENERGY & WATER DEVELOPMENT BILL

 

Yesterday, the Senate Committee on Appropriations marked up the Fiscal Year (FY) 2024 Energy and Water Development (E&WD) Appropriations Act, along with the State and Foreign Operations, Transportation, Housing, and Urban Development appropriations acts.

Included in the bill are Congressionally Directed Spending (CDS), formerly earmarks, requests for Inland Waterways Trust Fund (IWTF) construction projects.

 

Overall proposed funding for Corps’ Civil Works is $8.93 billion, an increase of $274 million above FY23’s appropriated level, and $1.52 billion above the President’s FY24 budget request.

FY24 funding for construction projects on the inland waterways is $116 million, with $40.6 million from the IWTF. The IWTF construction projects included the following:

 

  • $41 million for Locks and Dams 2, 3, & 4, Monongahela River. Requested by Senator Bob Casey (PA).
  • $75 million for the Upper Mississippi River- Illinois Waterways System/NESP. Requested by Senators Baldwin (WI), Duckworth (IL), Durbin (IL), Klobuchar (MN), and Smith (MN). ($45 million was included for ecosystem restoration projects for NESP making the total amount of CDS allocations $120 million for NESP).

The Corps’ Investigations account funding is $140.3 million, a reduction of $32.2 million from the FY23 enacted level and $10.5 million above the FY24 request.

 

Funding for Operations and Maintenance (O&M) is $5.53 billion, an increase of $453.4 million above FY23 and $2.9 billion above the Administration request.

 

The House Appropriations Committee approved by a vote of 34-24 the FY24 Energy and Water Development (E&WD) Appropriations Bill on June 22.
